He served as the director of the O\u00f1ati International Institute for the Sociology of Law (2013-2016) and as the rector of the Riga Graduate School of Law (2022-2024). He is the author of over 100 scholarly publications. His research focuses on transitional justice, legal education, the rule of law, and constitutionalism.
